Originally, I planned for titanium to have its own unique improvement, 
just like every other strategic resource which uses their own type of mine, well, or quarry.  

But there's a bug which first needs to be resolved within the core game before this can be implemented.
For some reason, the unit actions panel within the user interface doesn't show up properly or display any icons
when certain modifications are made to it.  

I have no idea why Firaxis chose to improve titanium with regular mines.  We have firaxite mines, floatstone quarries, 
petroleum wells, geothermal wells, and xenomass wells; why not titanium mines?  They all even use very similar 
improvement art used for a regular mine, well, or quarry; they're just uniquely labeled.

So, right now, titanium continues to use the normal mine and has the unfair advantage of being improved right from 
the start, which makes tectonic scanners even more useful at the beginning.  (I wished to remove that advantage,
and instead, granted each strategic a natural +1 yield to tiles they're present on.)  Also, it's trivial, but since
titanium is using the regular mines, it'll also get the +1 energy much later on with the biometallurgy tech.
